Le projet « Territoires zéro chômeur de longue durée » a été porté pour sa phase de démarrage par ATD Quart Monde en partenariat avec le Secours catholique, Emmaüs France, Le Pacte civique et la Fédération des acteurs de la solidarité avec une volonté que la conduite opérationnelle de ce projet puisse être ensuite portée par une organisation ad-hoc.
L’association « Territoires zéro chômeur de longue durée » a été créée le 7 octobre 2016 pour prendre la suite de l’action et démontrer qu’il est possible à l’échelle de territoires, sans surcoût significatif pour la collectivité, de proposer à tout chômeur de longue durée qui le souhaite, un emploi en CDI à temps choisi, en développant des activités utiles aux besoins des divers acteurs du territoire.
Entre 2016 et 2020, 10 territoires ont mis en place la démarche pour éradiquer le chômage de leur commune, communauté de communes ou quartier. Cette expérimentation est possible grâce à la « loi d’expérimentation territoriale visant à résorber le chômage de longue durée » portée par le député Laurent Grandguillaume, et adoptée le 29 février 2016 à l'unanimité à l'Assemblée nationale.
En 2021, la 2e phase de l'expérimentation s'ouvre avec la loi sur "L'inclusion par l'activité économique et relative à l'expérimentation Territoires zéro chômeur de longue durée votée à l'unanimité à l'Assemblée Nationale le 30 novembre 2020. Cette phase permet le prolongement de l'expérimentation sur les 10 premiers territoires et l'extension à au moins 50 nouveaux territoires.
Aujourd'hui, 75 territoires sont engagés dans la démarche. Sur ces territoires, depuis le début de l’expérimentation, plus de 4 200 personnes sont sorties de la privation d’emploi. Près de 80 territoires se préparent pour mettre en œuvre le projet TZCLD à leur tour.
