The Northern Udapei was created by parents of children with mental disabilities, on May 14, 1960, to meet mutual aid and recognition needs for lack of adapted responses for their children. Thus, as early as 1965, the associations Apei "white butterflies" covered the entire territory of the department and joined the northern Udapei.
