Hinaura est une réponse à l'appel à projet Hub France Connectée de la Banque des Territoires. Le consortium est composé de quatre associations du territoire Auvergne Rhône-Alpes : Agate, Fréquence écoles, La Ligue de l’Enseignement et Zoomacom.
La parution du baromètre du numérique 2018 le confirme : la transformation numérique de la société nécessite une montée en compétence des publics et des professionnels. Sans compter que la fragmentation des acteurs de la médiation numérique et leur cloisonnement est un frein à une montée en compétences massives des citoyens et des professionnels.
