The communities of universities and establishments were established by law n ° 2013-660 of July 22, 2013 relating to higher education and research (transformation of research and higher education centers (PRES).
Higher education and research establishments and research organizations for ex-regions Center, Limousin and Poitou-Charentes have decided to constitute an inter-academic community of universities and establishments (COMUE) in application of the provisions of the law of July 22, 2013. This COMUE takes the name of Confederal University Léonard de Vinci. It was created in the legal form of a public, cultural and professional public establishment (EPSCP) by decree n ° 2015-857 of July 13, 2015 approving its statutes (JORF of July 16, 2015).
The general provisions applicable to the Comues are fixed by articles L713-7 to L 718-15 of the Education Code.
Constituted around a shared project, this confederal university operates in a network according to the principle of ascending subsidiarity: to do together which is not possible to do alone. Les Communautés d’Universités et Établissements ont été instituées par la loi n°2013-660 du 22 juillet 2013 relative à l’enseignement supérieur et à la recherche (transformation des Pôles de Recherche et d’Enseignement Supérieur (PRES).
Les établissements d’enseignement supérieur et de recherche et les organismes de recherche des ex-régions Centre, Limousin et Poitou-Charentes ont décidé de constituer une Communauté d’Universités et Établissements (COMUE) inter-académique en application des dispositions de la loi du 22 juillet 2013. Cette COMUE prend le nom d’Université Confédérale Léonard de Vinci. Elle a été créée sous la forme juridique d’un établissement public à caractère scientifique, culturel et professionnel (EPSCP) par le décret n° 2015-857 du 13 juillet 2015 portant approbation de ses statuts (JORF du 16 juillet 2015).
Les dispositions générales applicables aux COMUES sont fixées par les articles L713-7 à L 718-15 du code de l’éducation.
Constituée autour d’un projet partagé, cette Université Confédérale fonctionne en réseau selon le principe de subsidiarité ascendante : faire ensemble ce qui n’est pas possible de faire seul. Il s’agit de construire une université qui mette en synergie les partenaires pour consolider des thématiques académiques à forte visibilité internationale et faire émerger des thématiques ayant l’ambition d’un positionnement ciblé, que ce soit dans le domaine de la formation et notamment de la formation tout au long de la vie, ou dans celui de la recherche.
