The Picardy Regional Health Observatory was founded in the form of an association law 1901 in June 1982.

L’observatoire régional de santé de Picardie a été fondé sous la forme d’une association loi 1901 en juin 1982.
Sa mission est d’améliorer la connaissance de la population dans le domaine sanitaire et social aux plans régional et infra-régional :
- en inventoriant les diverses sources de données sanitaires et sociales et en effectuant l’analyse critique de celles-ci, notamment de leur validité ;
- en suscitant et (ou) en réalisant des études apparaissant nécessaires ;
- en valorisant et en diffusant l’information sous une forme accessible aux différents partenaires (décideurs, professionnels de santé et du secteur social, usagers), notamment en participant à des actions de formation ;
- en conseillant les promoteurs locaux d’enquêtes dans la définition des protocoles et en réalisant les enquêtes : quantitatives et qualitatives ;
- en participant à toutes les actions relevant des domaines de la santé et du social mises au point par différents intervenants et en proposant la réalisation de telles actions ;
- en participant à l’évaluation technique d’actions et de programmes ;
- en contribuant à la mise en oeuvre de programmes nationaux ou inter-régionaux définis par la Fédération nationale des observatoires régionaux de la santé (Fnors).
Les destinataires sont naturellement les instances régionales et infra-régionales de Normandie et des Hauts-de-France chargées des décisions en matière de politique sanitaire et sociale, les professionnels de santé et du secteur social mais aussi, de façon plus large, l’ensemble de la population des dix départements situés au sein des deux régions.
