L’ambition STOP Exclusion Énergétique est de transformer la vie des plus précaires sur le plan habitat et énergie. Face à la réalité des oubliés de la transition énergétique, elle œuvre à inscrire dans les politiques publiques et territoriales les solutions concrètes de transition énergétique pour les plus pauvres, du petit pas aux grandes échelles.

STOP à l’Exclusion Énergétique est né d’un groupe de travail de la Fondation des Transitions sur le thème « exclusion énergétique : quel scénario pour un changement d’échelle ? » en 2019. Ce projet a rallié l’adhésion de tous ceux concernés par les sujets au croisement de la transition écologique, la rénovation énergétique, de la santé, de la création d’emploi local et de l’exclusion en France.
L'association s'appuie sur les objectifs de développement durable de 2030, dont plusieurs concernent sa raison d’être : ODD 1, 3, 7, 10, 12 et 17 en tant que coalition multi-acteurs. La conviction des membres, fondateurs comme nouveaux, est que chaque progrès apporte des bénéfices tant sociaux, qu'environnementaux et sanitaires, créant dignité, bien-être, qualité de vie, valeur et emploi.
La volonté des fondateurs du mouvement STOP Exclusion Énergétique est de « travailler ensemble » et de « faire, » au-delà du plaidoyer, en rassemblant les savoirs et les énergies des différents secteurs - territorial, social, habitat, technique, bâtiment, rénovation ... - en identifiant les besoins, les obstacles et les solutions à mettre en œuvre pour changer la donne.
La première des actions du collectif a été de définir un scénario pour « Sortir 1 Million de personnes de la précarité énergétique. »
