    Transforming strategies into insurance products and improving resilience to climate change

    The InsuResilience Solutions Fund (ISF), established and funded by KfW Development Bank on behalf of the German Ministry for Economic Cooperation and Development (BMZ), contributes to the development and implementation of climate risk insurance for people in ODA countries in order to increase their resilience to climate change. The ISF's objective is to close the protection gap by focusing on solutions for the poor and vulnerable who are over-proportionately exposed to climate risks and who currently have no access to risk management and insurance solutions.

    The ISF seeks to increase the capacity of developing countries to adapt to climate change through the introduction and use of climate risk insurance products by

    1. Supporting comprehensive climate risk analysis for risk managers to take informed decisions on their climate risk management and adaptation strategies
    2. Identifying possible concepts and structures of climate risk transfers by funding studies on wider adaptation needs
    3. Supporting the introduction and offer of innovative climate risk insurance products by co-funding their development

    The ISF also represents an implementation vehicle for the Tripartite Agreement signed between BMZ, UNDP and IDF to strengthen the efforts towards realising the Vision 2025 objectives of the InsuResilience Global Partnership.

    ISF is further tasked with the management of the Global Risk Modelling Alliance (GRMA) Facility, which supports the V20 Group of Ministers of Finance on customised global risk modelling solutions. As a public-private partnership programme, the GRMA enables countries to develop their risk analytics functions.
