The Spanish Network of Smart Cities (RECI) promotes the intelligent management of urban infrastructure and services that local entities have. Its objective is to exchange experiences and work together to develop a sustainable management model and improve the quality of life of citizens, influencing aspects such as energy savings, sustainable mobility, electronic administration, attention to people or security.
The reci began to take shape in June 2011 with the signing of the ‘manifest for smart cities. Innovation for progress ’, whose commitment was to create an open network to promote the economic, social and business progress of cities through innovation and knowledge, relying on information and communication technologies (ICT). The network is formally constituted in June 2012 in Valladolid and is currently chaired by Pablo Hermoso de Mendoza, mayor of Logroño.
The reci is part of the Spanish Federation of Municipalities and Provinces (FEMP), which holds the Technical Secretariat of the Network. Throughout the more than 10 years of work, the RECI has had the support of the Ministry of Economic Affairs and Digital Transformation and the Secretariat of State for Digitization and Artificial Intelligence.

La Red Española de Ciudades Inteligentes (RECI) promueve la gestión inteligente de las infraestructuras y servicios urbanos con los que cuentan las entidades locales. Tiene como objetivo intercambiar experiencias y trabajar conjuntamente para desarrollar un modelo de gestión sostenible y mejorar la calidad de vida de los ciudadanos, incidiendo en aspectos como el ahorro energético, la movilidad sostenible, la Administración electrónica, la atención a las personas o la seguridad.
La RECI empezó a gestarse en junio de 2011 con la firma del ‘Manifiesto por las Ciudades Inteligentes. Innovación para el progreso’, cuyo compromiso era crear una red abierta para propiciar el progreso económico, social y empresarial de las ciudades a través de la innovación y el conocimiento, apoyándose en las Tecnologías de la Información y la Comunicación (TIC). La Red se constituye formalmente en junio de 2012 en Valladolid y está presidida actualmente por Pablo Hermoso de Mendoza, alcalde de Logroño.
La RECI forma parte de la Federación Española de Municipios y Provincias (FEMP), que ostenta la Secretaría Técnica de la Red. A lo largo de los más de 10 años de trabajo, la RECI ha contado con el apoyo del Ministerio de Asuntos Económicos y Transformación Digital y de la Secretaría de Estado de Digitalización e Inteligencia Artificial.
