Depuis le 1 er janvier 2016, le regroupement intercommunal de Perpignan et des 35 communes limitrophes s’est renforcé. Désormais communauté urbaine (la seule de la grande région Occitanie-Pyrénées-Méditerranée), la nouvelle structure porte le nom de Perpignan Méditerranée Métropole. Ses compétences sont très étendues, tandis que son fonctionnement s’appuie sur le renforcement des services de proximité, dans un souci d’efficacité.
La communauté urbaine, c’est une mutualisation de moyens humains, financiers et techniques. Son personnel provient essentiellement des services des communes membres. Elle dispose de compétences obligatoires très étendues, les communes pouvant également décider le transfert de compétences supplémentaires. Dès lors, c’est la communauté urbaine qui assure et organise ces services à la population du territoire.
Perpignan Méditerranée Métropole vise à combiner deux échelles : une proximité dans l’action afin d’intervenir, de façon adéquate et optimisée, au plus près des habitants, une fédération des projets pour accroître le rayonnement, les ressources (européennes notamment) et la visibilité du territoire.
