Le SM3A, syndicat Mixte d'Aménagement de l'Arve et de ses Affluent, assure pour ses collectivités du bassin versant (94 communes, regroupées dans 13 intercommunalités) la gestion de leurs cours d'eau :
• La prévention et la défense contre les inondations :
- L’aménagement du bassin hydrographique ;
- L’entretien et l’aménagement des cours d’eau (pour ce qui relève de leur fonctionnement hydrographique : gestion des embâcles et des atterrissements, et de biodiversité) à l’exclusion des retenues collinaires ;
- La préservation des zones d’expansion de crues (ZEC), des zones de rétention temporaire des inondations des eaux (ZRTE), des zones humides stratégiques (notamment celles définies par le Schéma d’Aménagement et de Gestion des Eaux – SAGE-) et des périmètres de zones contribuant à la limitation des inondations ;
- L’élaboration, l’animation et le suivi de la Stratégie locale de gestion des risques d’inondation (SLGRI).
• La gestion des cours d'eau (là où l'intérêt public a été défini) et des milieux aquatiques :
- La protection, la restauration des sites, de la biodiversité des écosystèmes aquatiques et des zones humides stratégiques définies par le SAGE ainsi que des formations boisées riveraines, dont les «Espaces de bon fonctionnement » (EBF) ;
- L’entretien régulier pour le bon équilibre et le libre écoulement des eaux
- L’animation, sensibilisation, communication autour des thématiques liées à la préservation et l’amélioration de la qualité des milieux aquatiques ;
• La gestion équilibrée et durable de la ressource en eau :
- L’élaboration, l’animation et le suivi du SAGE Arve;
- La coordination, l’animation, l’information, le conseil de l’ensemble des acteurs pour la gestion quantitative et qualitative des cours d’eau, la préservation des zones humides, des zones d’expansion de crues et des EBF ;
- Des missions d’intérêt général à l’échelle des bassins versants ;
- La mutualisation de moyens dans les domaines liés au grand cycle de l’eau.
